ST-1172 Add a note about CENTOS images issues with yum

yum install on centos oci images fails with "Error: Failed to download metadata for repo 'appstream': Cannot prepare internal mirrorlist: No URLs in mirrorlist" This MR adds a note on /tools/software-package-release-procedure.html#installing-rpm-packages-from-nexus explaining how to fix this.
