ST-1077: SKAO Brand update

This MR changes the Developer Portal Look and Feel to reflect SKAO Brand.

The primary colour (Blueshift Navy) is replaced with the old one and the same for the second primary colour(Redshift Magenta)

Following changes have been made and can be discussed further.

• Logo and favicon change
• Font change to Noto Sans (back-up font as verdana)
• Sidebar background change with blueshift navy colour
• Sidebar menu item header change with blueshift navy colour
• Sidebar hover change with redshift magenta colour for background and text with white (blueshift navy is less readable)
• Link colours for unvisited links change with redshift magenta colour
• Link colours for visited links change with blueshift navy colour
• Header, legend and bold text colours for visited links change with blueshift navy colour
• Breadcrumb colours change with redshift magenta colour
• Sidebar expanded menu background colours change with technology colour palette dish colours
• Note/Alert box colours change with redshift magenta colour for title and technology colour palette dish colours for text background
• Code block background colours can't be changed
