SST-583 adding bug reporting docs

This adds to the developer portal information on the reporting and management of bugs, in particular system level bugs reported in the SKB JIRA project. The main change is the completion of the main section on Reporting and Management of Bugs (previously an empty Reporting Bugs). A secondary change is some updates to the short section on Bug Management in the Software Testing Policy and Strategy section to align it with the main changes.
