Update dependencies to be compatible with Python 3.13+

Python deprecated the Common Gateway Interface from the python base library in version 3.11 and removed it in version 3.13. Our dockerfiles are using the latest version of python which is version 3.14. This PR updates Django and any associated dependencies to the latest version to adjust for this removal.
