Feature/update source code windows install

This should update the source code install to work (previously the fact that none of the versions were linked to each other meant that as time marched on, the document stopped working). However, it's still targeting the old .NET Core 2.2 versions of everything for now because half the OECD code still targets 2.2, whereas the Eurostat code targets 3.1.

Would be especially good to get @pedroacarranza and @aleksei-oecd to comment on this.
