PEXSI and wannier90 informative snippets in build system. Update spack scripts

  • Added "print_build_info" sections for PEXSI and Wannier90 in CMake configuration
  • Added a spack recipe for ELPA (covering the 2020.05.001 version, which, as pointed out by V. Dikan, is no longer supported in the current spack repo)
  • Added a new conflict clause to the Siesta spack recipe for the libgridxc dependency
  • (Removed debugging printout from a PEXSI-related file)
