Add user interface for file type

• I have followed the MR section of the contributing guide.

This MR will:

• Add a proper interface to manipulate file types
• Add a cache for JS jobs
• Translate GitLab templates a bit more to French

In order to make #160 easier, this will be followed by two MR:

• One to change the admin file interface into one that allows to manipulate association folders directly (like the resource interface)
• One to add a proper interface to manipulate user groups
