Arch docker service

Andreas requested to merge arch_docker_service into master

This PR adds a fully functional docker image for running the following shyft services:

  • HPS model service
  • STM model service
  • STM Run Service
  • DSTM hotservice

This will ease deploy of new functionality from shyft to the services in a PROD/PREPROD environment.
