Modifier in modified keys (Ctrl-q, Shift-w, etc) doesn't appear

First things first, I'm using a proprietary Windows-based X server, Exceed On Demand, for $DAYJOB. That's almost certainly the cause of this. That being said...
When I run screenkey, regular keystrokes (e.g, q w e) seem to be picked up and displayed fine.
But when I press a key with a modifier key held down (e.g. Ctrl-q or Shift-w, etc) only the letter key appears. And in the case of shift, the letter key is not capitalized.
I ran with --debug and screenkey does seem to be getting information about the pressed keys; --debug output looks the same as my regular Linux machine with a regular X server, where screenkey works fine.
Interestingly, if I run with "--key-mode raw" or "--key-mode keysym", no keys are picked up at all, not even regular keystrokes (e.g. q w e), and there is no output from --debug.
