Fix #16685 - asciimat() moved to [m2sci/compat]

asciimat() is a pure internal Matlab conversion function.
There is no asciimat() function neither in Matlab nor in Octave.
In Scilab, only functions belonging to the M2SCI converter call asciimat(),
mainly from convert2double() that is called by almost all sci_functions.
