Problems with language setting

Hi,

I have some issues with the Scilab language setting on Windows 10. My system language is Polish but I want to use Scilab in English. I select English for the installer but then I have to change the language after installation anyway. However, it seems that something is broken when it comes to language selection. In previous versions, I just had to select English, confirm, restart and maybe repeat because it typically didn't work for the first time for some reason. But now I can't even select Polish. I managed to do that after a few tries (not sure how) on 2 or 3 computers but I can't find a way to do this on another laptop. Some languages (including English) are just unselectable. I click on them and nothing happens - I'm back to the current setting. Here's a gif animation showing this behavior:
