2023.0.0 scilab binary download for linux is 403
Bug Description
The binary download URL redirects to a different host and the resulting link is "403: Forbidden" (a typical cause is that the file permissions on the webserver are such that the webserver process can't read the file).
Steps to reproduce
$ wget https://www.scilab.org/download/2023.0.0/scilab-2023.0.0.bin.linux-x86_64.tar.gz

I also get 403 with firefox, so it's not specific to wget.
This seems to be 100% repeatable for me, but it's possible there's a geolocation-based redirection happening.
What is the expected correct behavior?
I expect the download links to work!
