Update supported python range

Quinn Thibeault requested to merge supported-python-range-update into main

PSY-TaLiRo should follow NEP-29 and only support the latest 3 python versions. This will make the oldest supported python version Python 3.8, which was released in 2019 and should be available on any semi-modern operating system.
