Draft: 馃毀 Add minimal websocket client

Add Socket.IO server in Switcher for communication with Socket.IO clients (ex: Scenic).

(This is a WIP, comments are welcome)

To test with Scenic, make sure to checkout the feat/update-socketio branch first
