As it was discovered in #1810 (closed) and #1849 QtSpock does not work anymore with jupyter_client >= 8. Disable the widget and skip tests if such version is installed.

As agreed in #1849 (comment 1306882673) I prepared this MR. @sardana-org could you please review and eventually integrate?
