Use Alpine 3.15.0; Debian 10.11 and 11.2; Fedora 35; and Ubuntu 20.04. Specify -Werror in both CFLAGS and CXXFLAGS for all build jobs.

For the updated build targets, temporarily allow the build job to fail while outstanding issues that cause compiler warnings are being fixed. Continue using Debian 10 (oldstable) rather than Debian 11 (stable) to build HTML documentation and run make distcheck.
