Printer and scanner working fine on Windows 10 by USB 3.0 on DELL XPS 15 7590 (feb. 2020) but only printer works on Xubuntu 18.04 up to date and upgraded.
Tried to uninstall and re-install sane, scangearmp, scangearmp and scangearmp2, simple-scan, scangearmp2_3.90-1+1804+1ubuntu2_amd64.deb, add ppa from michael gruz, follow lot of threads in Wiki-Ubuntu and Ubuntu forums without success or tried to modify files in udev/rules.d.* (and removed after test to avoid corruption).
phil@phil-XPS-15-7590:~$ sudo sane-find-scanner -q found USB scanner (vendor=0x04a9 [Canon], product=0x1827 [TS3100 series]) at libusb:001:007
Simple Scan did not find scanner.
Any help ?
Best Regards from France,
Philippe

Thank you, but I supposed it was a problem with USB3.0, I've tried to modify as described in Wiki-Ubuntu "Problem with USB 3.0" then I did not have WiFi now...
I'm searching, hopefully, I have a Windows 10 in dual boot but it is not comfortable...
I dont know how to use your information...
I've downloaded sane-backends-1.0.29.tar.gz but I don't know what to do.
I've been on Rolf Bensch web site, and now, what to do on this adress ?
Installed, installed and compiled too sane-backends-1.0.29.tar.gz without success, simple-scan does not see scanner.
It does not work and on my ADSL box I cannot use scanner by USB or Wi-fi...
:-(
But I really appreciate your help and very fast answer !

@paddy-hack and @ro-ben, I have no feedback, but this issue does not occur since the device is perfectly managed by sane in usb by PIXMA and in Network by ESCL.
I have to thank you because without your help and guidance, the research
to help me out would not have been as fruitful.
I was helped by the following forum (in French) but your information was
decisive.
Again thank you with all my heart,
In short:
ippusbxd is a gateway that allows you to use a network driver through usb (in your case ippusbxd doesn't make sense, since the latest version of sane supports this device with PIXMA in usb and ESCL in network).
In the upstream version of the git, support for the escl/AirPrint protocol has been added recently. The version of your distribution is too old.
If the scanner still isn't recognized then I will need to remove ippusbxd. If I remove ippusbxd will it cause any issues with any other USB devices? I just wanted to make sure it won't create a bigger issue by removing it.
ippusbxd allows you to use the network driver while the unit is
connected to the PC via USB. Without this it is useless.
Your device is recognized in both USB and Network.
