buildtools: fixed broken build on FIPS-enabled host

MD5 is not supported on FIPS-enabled machines. Fix current work-around for hosts with FIPS mode enabled: require 'digest' method to return bytes. Force 16-bytes digest, like MD5.

Tested on CentOS-stream-9 with FIPS (Python-3.9.23).
