CTDB scripts: nfs-ganesha-callout fixes

A bunch of fixes for nfs-ganesha-callout. Nothing that really changes policy.

!3241 has got too big and mixes too many different things. So, I have extracted the initial fixes from that branch, plus some new ones.

After this is merged, I'll rebase !3241 on this, so it will be smaller and easier to review.
