python: move HRES_SEC_* constants to a common place

Move HRS_SEC_* constants to a common place rather than repeating them in multiple places

Also fix pep 257 (doctstrings should use triple double quotes) for just the tests directory for now. There are no triple single quoted docstrings left in the tests directory, but it can still be used for multiline strings that aren't docstrings.
