Allow Samba to be FL 2016 for testing and early deployment

Samba will soon support Active Directory Domain Functional Level 2016.

The reason for the choice of 2016 currently is to have a single flag, because features currently in progress are for both 2012 and 2016, and on current progress it is currently likely that 2016 FL will be finished at the same point as 2012 and this avoids creating multiple test environments.

Checklist

  • Test suite updated with functionality tests
  • Test suite updated with negative tests

Reviewer's checklist:

  • There is a test suite reasonably covering new functionality or modifications
  • Function naming, parameters, return values, types, etc., are consistent and according to README.Coding.md
  • This feature/change has adequate documentation added
  • No obvious mistakes in the code
