WHATSNEW: IRC is irc.libera.chat according to https://www.samba.org/samba/irc.html

It's a very little non-functionnal change in WHATSNEX.txt. While rebasing !2185 (closed) I noticed the mentioned IRC server was still irc.freenode.net while https://www.samba.org/samba/irc.html page now mentions irc.libera.chat instead.
