Draft: log child idem calls

David Hilton requested to merge saltstack/employees/development/dhiltonp/tiamat-pip:log-cli-args into master

Adds a function that looks up the main idem process's logging configuration, then logs the cli parametrs of the current subprocess to that logger.

Needs an automated test for the logging functionality.
