Add detect-secrets artifacts

This MR adds an artifacts directory to gitlab at outputs/detect-secrets containing all information of why detect-secrets scan failed.

When a detect-secrets scan fails it has output as to what failed and why. We want to collect this information and this will allow us to do that.
