Make the second action bar editable like main one

Elias Boschung requested to merge SIELA1915/ryzom-data:second-action-bar-editable into master

Makes the action slots on the second shortcut/action bar behave the same as the ones on the main one. For empty slots can create or paste actions, for occupied ones edit, execute, cut, copy, delete. Both action bars are still just mirrors of the other one though.
