Do not close Files or fds on drop or removal

Previously, we used to close Files and fds when dropping the watcher as well as when they were removed from the watcher. This would imply that we have ownership over them, and we do not. Previously, I had thought that this would be a breaking change, but since the existing codepath now breaks entirely, I'm going to fix it.
