version bump to 2.5

  • ensure all files have valid SPDX license identifiers
  • remove Red Hat Makefile targets and specfile
  • Makefile cleanups and added .gitignore
  • drop the 'v' in the version string for the tarball
  • Makefile: add options for passing annocheck
  • Bump version to 2.5
