Clean up !help and remove broken commands

This removes a number of items from the !help command. I am open to removing more if anyone has any feedback, or adding back in some commands. I did not want to just delete the commands as they work, but they can now be a mini easter egg and not overwhelm new users. I also removed the mod only commands as nobody needs to see them in !help
