Prepare for semester transition

This merge request will serve as a collection of all things which need to change to get the bot ready for the semester transition.

Remaining work:

• Delete command (deletes channels)
• Prepare logging server for channel removals
• Add scripts to aid in switching channels from active to inactive if they are not offered in the new semester
