Fix snap build
Manually adjust the SNAP_VERSION and call snapcraft to prevent an issue due to quotes in the version number from the snap meta yaml file.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
