Update RuleDropBallTime to 20 seconds

As decided by the Technical Committee, this increases the RuleDropBallTime parameter by 5 seconds in order to give teams more time to execute their kicks in certain play modes.

I'll leave this merge request open for a day or two in case anybody has a last minute objection. Otherwise, I'm going to merge it towards the weekend.
