Change views event publicids

Julien Monticolo requested to merge julien.monticolo/namazu:change_views_event_publicids into master

After implementation of a new event publicid field (commit 4d168e1c), this MR adds this fields to views.events_all and views.events. To avoid confusion, the views event_publicid field is renamed to seiscomp_publicid. To homogenize, the field views.arrivals_vs_used_phase_count.sc3_publicid is renamed seiscomp_publicid too.
