Pause long-polling when window has been inactive

Connections timeout and have to be re-sent, taking resources even if Taguette has been sitting in an inactive browser tab.

This pauses polling if the tab has been inactive for 10 minutes, and resumes if the tab gets focus or the mouse hovers it.
