Add config setting for an extra message in footer

This allows self-hosted installations to direct questions to somewhere else than hi@taguette.org, without having to edit the template files. Though changing the template is pretty easy, not everyone will do it, while we can assume that the admin will read through the configuration file.

On the other hand, two paragraphs of footer is pretty long maybe?
