9.4z/9.6z/10.0z: adjust and remove the duplicated rt jobs and fix the notify owner

Since 9.3z the 'stock_kernel_final', 'stock_kernel_weekly' and 'stock_weekly_release' will submit the rt jobs together with the stock kernel. Actually the rt-z.yaml will be a dry-run jobs.

This will make the interim run RT: KT1 KT2 REG KT1REG-RHEL7HOST KT1REG-RHEL8HOST KT1REG-RHEL9HOST MM MM8 MM9 tiers, but actually only KT1, KT2 and REG tiers will be run for most cases. And for final it will run RT: KDUMP, RT-BUGGY, RT-SLOW, RT, etc tiers.
