Switch to universal cases

Nikolai Kondrashov requested to merge spbnick/kpet-db:switch_to_universal_cases into master

Switch to describing tests using the new "universal cases". Rename the "suites" directory to "cases". Move the example documentation from "suites/example/index.yaml" into the top "index.yaml", since it now defines the root case.

However, do not do any improvements afforded by "universal cases" yet.

Requires cki-project/kpet!150 (merged).
