Map test maintainer contact to GitLab username

Andrzej Szczepaniak requested to merge IamEld3st/kpet-db:map_gitlab_usernames into main

This is the initial MR that adds the support for the new data format used to list maintainers. Added compatibility with both data formats due to transition period.

Don't know if this should be discussed here, but conditionals in the #25 (closed) should be discussed. As in, Beaker XML output format and command for showing info about tests.
