Define tests for Fedora Rawhide

We moved mainline kernel to Rawhide tree, this means we need to add the same exclusions for rawhide where upstream is made. The kdump tests are only supported on Rawhide distro since it requires updated userspace, only run kdump tests on Rawhide.

We only have only 3 ppc64le bare metal machines in beaker which are capable of running Fedora Rawhide, and it doesn't look like CKI has access to these machines, to avoid aborts and retries, disable testing for ppc64le/bare metal.
