Move upstream jobs to F32-Beta

Rachel Sibley requested to merge rasibley/kpet-db:fedora32-beta into master

The re-import of F32 GA compose in beaker is broken to solve the issue where it was missing the Release Tag. For now lets move back to F32 Beta to prevent further upstream jobs from aborting.
