Synchronize with RHEL 9.0.0 build qemu-kvm-6.2.0-11.el9_0.1

As we reach exception blocker phase for RHEL 9, we need to ensure all changes done for RHEL 9.0 are present in RHEL 9.1. This MR add changes from following MRS:
