Update rtla and rv in the owners.yaml file

- Add Gabriele Monaco to the owners.yaml file
- Add Gabriele Monaco as a maintainer of rv
- Add Tomas Glozar as a maintainer of rtla
- Add Crystal Wood as a reviewer of rtla
