redhat: add top-level files to general kernel maintainers review

We have some forthcoming ack hook adjustments, where any MR that does not have any files that map to any subsystem will be blocked. None of these top-level files in the kernel tree currently map to any subsystem or reviewer, and seem like they can just fall under the 'redhat' group and general kernel maintainer purview. However, we don't want to make them required approval files, so create a new optional approval group creatively named redhat-optional to put them into.
