owners: fix up AFS entry

Marc Dionne's entry should have 'restricted: true' set on it, as he's not a Red Hat employee, but rather a partner engineer, and the AFS subsystem should not be a required approval, as there are only two people between maintainers and reviewers, one of which should be restricted. Basically, anything that wanted to be a required approval was supposed to have at least three Red Hat people assigned as maintainers and/or reviewers, unless I'm unaware of some policy change or management decision here.
