owners.yaml: Fix duplicate ntb label names

Non-Transparent Bridge, and PCI-E Non-Transparent Bridge support both had
the same label name 'ntb'.

Change PCI-E Non-Transparent Bridge to 'pcintb' and fix the label name
collision.
