owners: add jforbes fpo address too

We currently have jforbes' rh.com address in owners, but his approvals come through with his fpo address, so they aren't considered satisfactory for per-subsystem approvals. Just add a second entry for him with the other address to make either behave here, as the fpo address is his typically used public persona for kernel-ark work.
