rhel_kernel_workflow.adoc: Rework webhooks description section.

Prarit Bhargava requested to merge prarit/documentation:update_webhooks_docs into main

The webhooks descriptions have been updated and moved into a separate
directory in the kernel-webhooks project. Link to that instead of placing
the information directly in this doc.

This MR is dependent on kernel-webhooks !565 (merged)
