RH_and_GitLab_Configuration.adoc: Add Troubleshooting section for missing Bugzilla group

We've had a few reports of users not being part of the "Redhat: Red Hat
Employee (internal)" group in Bugzilla. Even though it is stated in the
documentation that you must be part of this group, it is worthwhile
mentioning it again the Troubleshooting section.

Add Troubleshooting section for missing Bugzilla group.
