CommitRules.adoc: Add additional notes to "Omitted-fix:" tag section

Prarit Bhargava requested to merge prarit/documentation:update_omitted_fix_text into main

Some readers of the doc could get the impression that "Omitted-fix:" tag
implies that the decision to not include the fix is correct. Remind
reviewers that it is part of the review to confirm the fix should not be
included in the changeset.
