owners: update the package maintainer handled by SE

Currently SE have token over: 6els, 7els, 8.2z, 8.4z, 8.6z, 8.8z, 9.0z, 9.2z and 9.4z zstreams. The 9.6z and 10.0z will be handed over to SE since 2025-11-05.
