redhat: Enable KASAN on all ELN debug kernels

This commit enables KASAN for all the ELN debug kernels (except s390 zfcpdump), and cleans up some of the fedora configs.

KASAN is useful in detecting bugs and was previously enabled on all ELN kernels (except S390 zfcpdump)
